England’s Disabled Facilities Grant (DFG) budget for 2026/27 is £723 million, confirmed in the Ministry of Housing, Communities and Local Government’s grant determination letter of 14 May 2026 and divided between 296 housing authorities. The DFG is the main public funding route for major home adaptations, including through-floor lifts and home lifts, with up to £30,000 available per application in England. The table below shows each council’s allocation for this year and last, and whether its budget rose or was frozen.
What changed for 2026/27
The national budget rose by £12 million, from £711 million in 2025/26 to £723 million, a 1.7% increase overall. The rise was not spread evenly. From 2026/27 MHCLG has moved to a revised funding formula, applied with what the determination letter calls “transitional protections to give local authorities time to adjust”. The result: no council lost money, 139 councils were frozen at exactly their 2025/26 allocation (including Manchester, Leeds, Cornwall, County Durham and Dudley), 140 received the maximum uplift of 3.6%, and 17 landed somewhere in between.

Birmingham’s £16.6 million is the largest single allocation in England, 457 times the size of the smallest (the Isles of Scilly, at £36,412). Three of the ten biggest pots, at Manchester, Leeds and Cornwall, saw no increase this year.

How the money is allocated, and what it means for a home lift
DFG funding is paid to councils through the Better Care Fund, and from 2026/27 the share each area receives is set by a needs-based formula reflecting local levels of disability, health need, housing conditions and tenure. Your council’s allocation is the pot it has to fund every adaptation locally: stairlifts, level-access showers, ramps, and through-floor or home lifts.
For an individual application the grant itself works the same everywhere in England: it is means-tested for adults, capped at £30,000 per application, and awarded where an occupational therapist assesses the adaptation as necessary and appropriate. Councils can top up beyond £30,000 at their discretion, and a council whose allocation was frozen this year may have less room to do so.
